Remove reference to deprecated CIQ repository
The CIQ repository mentioned in userdocs is expected to be decommissioned soon. Meanwhile, we have RPMs on the GitHub releases page. This updates the documentation to point to the project packages. Signed-off-by: Jonathon Anderson <janderson@ciq.co>
