Create $(DESTDIR)$(WWDATADIR)/ipxe directory

`$(DESTDIR)$(WWDATADIR)/ipxe` was file.
This cause a problem when copying *.efi files to `$(DESTDIR)$(WWDATADIR)/ipxe`.
This commit makes `$(DESTDIR)$(WWDATADIR)/ipxe` to be directory from file.
