Additional overlays to support provision-to-disk without ignition

- sfdisk - partitions the disk
- mkfs - formats partitions
- mkswap - formats partitions for swap
- systemd.mount - explicit creation of systemd mount units
- systemd.swap - explicit creation of systemd swap units
