refactored overlay class
...
overlay.GetOverlay(name) returns now an error if the overlay doesn't
exist. This is the most canonical way to act if there is no overlay.

updated WW_INTERNAL to 45 for 4.5.x release
...
Internal version update is necessary as new structures were added,
most obviously the disk, partitions and file system structures.
Old configurations will work as expected.
